公共建築の撮影が民間の建築と決定的に違うのは、写真の宛先が複数あることです。設計者は媒体掲載とコンペ提出のために意匠が伝わる一枚を求め、発注者である自治体は事業が適正に完了したことを示す記録を求めます。求めるものが違うため、片方だけを狙って撮ると、もう片方が足りなくなります。
この二つは対立しません。撮影要領が求める範囲を満たしたうえで、その建築が最もよく現れる時刻と角度を選べば、同じ一日で両方が揃います。必要なのは、どちらの用途にも耐える精度で撮っておくことと、事前に範囲を確定させておくことです。
公共施設は利用者が入る場所でもあります。開館前・閉館後の時間帯を確保するか、人の流れの少ない時間に必要なカットを分けて押さえるか——この段取りも、撮影日を決める前に整理しておくべき事項です。
What separates public architecture from private commissions is that the photographs have more than one recipient. The architect needs frames that carry the design, for publication and for awards; the commissioning authority needs a record demonstrating that the project was properly completed. Aim at one and the other comes up short. The two are not in conflict: cover what the specification requires, then choose the hour and the angle at which the building is most fully itself, and a single day yields both. Public buildings are also occupied buildings, so either time before opening or after closing is secured, or the necessary frames are taken in short passes when the flow of visitors is lightest.

Public architecture covers a wide range of uses, and each asks something different of a photograph. In one building the roof structure is the subject; in another it is how the whole site is arranged. Which of the two governs the shoot is read from the design rather than assumed. Civic halls, theatres, museums, libraries, zoological buildings, sports facilities and heritage sites are all covered, together with close work on structural detail, drone aerials, dusk and night photography, and documentation to the specification of public works.

公共建築は規模が大きく、地上からは全体を一枚に収めきれないことが少なくありません。屋根の形状が平面計画をそのまま表しているタイプの建築であれば、真上からの俯瞰が設計の意図を最も短く伝える画角になります。
逆に、敷地が地形の中にどう置かれているかが主題であれば、建築だけを写しても伝わりません。屋根の形と周囲の環境の関係が同時に読める高度を選ぶ必要があります。真俯瞰か斜俯瞰か、どの高度かは、その建築の何を見せるかで決まります。
飛行は国土交通省の飛行許可・承認のもとで行います。人口集中地区や空港周辺、一定高度以上には制限があり、該当する場合は申請が必要です。加えて施設管理者の承諾、周辺への事前周知、当日の風速と視程——これらが揃って初めて飛ばせます。撮影可否は事前に確認しますので、ご相談の段階で所在地をお知らせください。
Public buildings are often large enough that the whole cannot be held in one frame from the ground. Where the roof form states the plan directly, a straight overhead view conveys the design intent by the shortest route available; where the subject is instead how the site sits within its terrain, the altitude has to be one at which the roof and its surroundings read together. Flights are made under permission and approval from Japan's Ministry of Land, Infrastructure, Transport and Tourism. Feasibility is checked in advance, so please give the location when you first make contact.

Public projects often prescribe the stages, the scope and the method of recording. Images made at completion sometimes fall within the construction-record classification, so sharing the specification in advance allows that scope to be satisfied while the images an architect will publish are made on the same visit. Settling the scope first is what removes the need for a reshoot.
開館前・閉館後の時間帯を確保する方法と、人の流れの少ない時間に必要なカットを分けて押さえる方法があります。施設の運営状況によってどちらが現実的かが変わるため、管理者の方と相談のうえ決めます。人が入ることで空間の使われ方が伝わる場合もあるので、一律に排除するのではなく、用途に応じて判断します。
Either time before opening or after closing is secured, or the necessary frames are taken in short passes when the flow is lightest. Which is practical depends on how the building operates, so it is decided with the facility's management. People in frame sometimes convey how a space is used, so it is a judgement by purpose rather than a blanket exclusion.

It depends on the site. Aviation law restricts flight in densely inhabited districts, near airports and above certain altitudes, and where those apply, permission and approval from the Ministry of Land, Infrastructure, Transport and Tourism are required. Consent from the operator, advance notice to the surrounding area, and the wind and visibility on the day must also be met.

Yes. Multiple facilities within one municipality, or a series of buildings completing in sequence, can be taken as one commission. Combining the travel and the scheduling is more efficient than arranging each separately.

Yes. With heritage, what matters for the record is often not only the building but the terrain and setting it sits within. Exteriors, interiors and details from the ground, combined with an aerial view from above, produce a record that includes the site itself.
